Making a one-line description mandatory as part of SQL syntax

Has anyone thought about making a comment/a one-line or optionally
multiple lines describing what rows
a sql tries to fetch as a mandatory sql syntax.?
I am sure people might have thought about this but wonder if it's
feasible...
